We are looking for a talented and skilled Project Engineer (Mechanical) to join our multicultural and diverse team in Kuwait. Responsible for leading and monitoring all mechanical engineering activities for internal projects at Kuwait Steel. Ensure that mechanical engineering project design is carried out within the projects’ scope of work and project parameters for schedule, cost and quality, to manage all aspects of mechanical engineering design within the Projects and Engineering and Facilities Management Department.
Duties may include but will not be limited to:
- Evaluate internal project requests from Kuwait Steel clients (SMP, RM1, RM2, LDP and Yard 2) to determine the scope of work, the project’s feasibility and resource requirements.
- Manage and develop the scope of work phase after project feasibility has been confirmed and the job request converted to a service request to external contractors.
- Develop conceptual and detailed mechanical engineering designs for requested projects, considering functionality, safety, and compliance with regulations.
- Specify the materials, equipment and components required for the project implementation, considering factors as quality, durability and compatibility with existing systems.
- Written approval of project scope of work by the internal end user before conducting the request for quotation (RFQ) phase from the market for mechanical engineering projects.
- Manage the RFQ project phase for all mechanical engineering projects as per the P&E and FM Department policies.
- Conduct technical adjudication and discount requests from contractors for mechanical engineering projects.
- Tracking and documentation of all aspects of the scope of work development, end user approval and RFQ phases of the project as per the P&E and FM Department policies.
- Support to the Department Secretary and Procurement for Purchase Orders (PO) approval and issuance to mechanical engineering project contractors.
- Support project controls and the Department Secretary for project close out and project invoicing.
- Assist the Field/Site Services Supervisor in monitoring the execution progress, quality and safety.
- Improve the workplace for mechanical engineering design to promote employee engagement and team effectiveness.
- Perform annual performance appraisals and provide direct reporting staff with feedback about strengths, development opportunities, and improvement areas.
- Develop KPIs for individual units and ensure they are aligned with Kuwait Steel's P&E and FM Department goals.
- Provide technical input for project schedules developed by the Project Controls Technical Officer.
- Technical review and approving contractor variation orders with approval from the P&E and FM Manager.
- Provide weekly project controls information (progress, project milestones & actions) to the Project Controls Technical Officer.
- Review and approve all mechanical and general layout (GA) drawings prepared by 3rd party contractors during mechanical engineering projects design stage and at project conclusion stage in accordance with contracts.
- Review and approve as-built drawings that reflect changes and/or variations that have been approved during the construction process.
- Contribute to the development of Kuwait Steel’s safety culture by ensuring all staff and contractors comply with HSE policies and procedures.
- Participate in QHSE audits, incident reporting and review of QHSE performances as required.
- Comply with relevant safety, quality and environmental control procedures and instructions.
- Report unsafe acts, incidents or safety violations.
- Use personal protective equipment and safety gear when performing assigned tasks.
- Keep project construction areas clean and well organized to prevent incidents and accidents.
- Develop and issue the required safe work and security permits approved by the Safety and Security Departments for all mechanical engineering projects contractors.
- Provide daily updates to the P&E and FM Manager for all mechanical engineering projects.
- Develop weekly project progress reports for Project Controls Technical Officer.
- Inputs into monthly P&E and FM Department reports for the P&E and FM Manager.
Bachelor's degree or higher – Mechanical Engineering
Must have 10-15 years or more of experience in heavy industry mechanical engineering design & project eng (minimum)

Competence to develop mechanical engineering and piping engineering technical scope of work for industrial projects
